An East Jefferson Levee District construction permit application is required when any proposed activity will:

- Take place on, over, and within 300 feet of the Lake Pontchartrain Levee or 300 feet of the Mississippi River Levee

- Require pilings to be driven, excavations made, or wells drilled within 300 feet of the Lake Pontchartrain Levee or 1500 feet of the Mississippi River Levee or any major construction within 1500 feet of either levee

- Produce heavy detonation (explosives) within two miles of the landside levee toe

- Place any object or material, which interferes with the safety, inspection, or maintenance of a levee within 6 feet of the landside levee toe
